In the wider passage, Dr No links this idea to sovereignty. For him, power comes from combining a protected position with freedom of action, allowing him to operate independently and according to his own objectives. His reference to Clausewitz gives his private philosophy the language of military strategy.

The quotation can be read more broadly as a principle of strategic sequencing: stability comes first, manoeuvre second. However, because the words are spoken by Dr No, the principle is also used to justify his pursuit of secrecy, control and autonomy.
