Promising help, support or some future benefit can create favourable expectations and strengthen a relationship in the short term. If those commitments are repeatedly left unfulfilled, however, the same expectations can turn into disappointment and resentment.

The saying therefore presents reliability as more important than attractive words alone. A promise creates an obligation in the mind of the person who receives it, and failing to deliver can damage trust more severely than making no promise at all. Franklin’s broader lesson is that commitments should be made carefully and honoured where possible. Relationships are sustained less by what people say they intend to do than by whether their actions consistently match their words.
