In The Rise and Fall of the Elites, Vilfredo Pareto examines how dominant social groups emerge, retain influence and eventually decline. He argues that societies are repeatedly governed by minorities possessing particular abilities, resources or organisational strengths, while changes in social conditions allow competing groups to challenge established elites.

Pareto presents political and social change less as steady progress than as a continuing process of elite replacement. Established elites may become less able or willing to defend their position, while rising groups develop the qualities and organisation needed to acquire power. He also considers the beliefs and justifications through which political movements explain their actions, distinguishing these from the underlying forces that he believed shape behaviour.

The essay anticipates Pareto’s later theory of the circulation of elites and forms an early statement of his sociological approach to power, leadership and recurring political change.
