Munger’s remark argues that behaviour is strongly influenced by the incentives, goals and pressures surrounding it. If people continue to benefit from acting in a particular way, simply asking them to behave differently may have limited effect. Changing the underlying motivation can therefore be more effective than relying on instructions alone.

In organisations, this principle is especially relevant to pay structures, performance targets and recognition systems. Poorly designed incentives can encourage behaviour that conflicts with a company’s broader aims, while well-designed incentives can make desirable actions more attractive and consistent.

More broadly, the quote encourages attention to causes rather than symptoms. When a pattern of behaviour persists, Munger suggests examining what rewards, fears or expectations are sustaining it. The point is not that all behaviour can be reduced to incentives, but that durable change often requires altering the conditions that make one course of action more appealing than another.
